What we assess
We examine the difference between the culture an organisation states and the culture people experience in practice. Culture includes the shared assumptions, norms and behaviours that shape everyday choices, including which actions are recognised, avoided or quietly expected.
We consider how those patterns vary across teams, functions or locations. A strong local practice may not be present elsewhere, while a common organisational value may be interpreted differently by people with different responsibilities.
For a defined change, we assess who will be affected, what will change in their work and which concerns or conditions could influence adoption. Concerns are useful evidence about the design and practical consequences of the change. They should not be assumed to be resistance.
We also consider whether cultural conditions are associated with important performance or risk outcomes. An observed relationship can identify a question worth addressing, but it does not by itself prove that one condition caused the outcome.
